Henry Kelly writes a substack innovationpolicy, served as acting Assistant Secretary and principal deputy assistant secretary of DOE’s Energy Efficiency and Renewable Energy program, Principal Assistant Director for the White House Office of Science and Technology Policy in the Obama administration and Assistant Director for technology in the Clinton Administration. He was formerly President of the Federation of American Scientists, Assistant Director of the Solar Energy Research Institute (now NREL), and an analyst at the US Arms Control and Disarmament Agency. He has a PhD in Physics and is the past-Chair of the Forum on Physics and Society of the American Physical Society.
